I. USNSCC
RECRUIT TRAINING BILLET DESCRIPTIONS
A.
Senior Escort Officer (SEO/COTC)
Responsible for complying with the table of contents outlined in USNSCC
Escort Officer Handbook and serves as
Commanding Officer of the Sea Cadet Training Contingent (COTC) and
principal
advisor to the host command.
B.
Executive Officer (XO)
* Reports to the SEO/COTC
* Supervises the Recruit Training Staff and ensures that orders, policies
and directives of the COTC are enforced.
· Acts as Liaison between USNSCC Escort Officers and assigned
Reserve/TAR/Active duty Naval personnel,
performing duties as instructors.
· Assumes Command of USNSCC contingent in the absence of the Senior
Escort Officer.
· Makes Changes to the NSCC Plan of the
Day at Officers Call or when
needed.
· Sets up Officers call and is coordinato
· Also may set in on Staff Cadet daily meeting
with the CMC
C.
Command Master Chief (CMC)
* Reports directly to the Commanding Officer.
* Assumes the duties of Battalion Commander,
Training Contingent
* Responsible for the daily operations of the Recruit Training
* Coordinates with Training Officer and ADMIN Officer for all
reports and Recruit documentation needs.
* Prepares/corrects the USNSCC Plan of the
Day (POD) and
reports same to XO
· Assumes duties of Executive Officer in his/her absence.
· Makes sure CDO has set watch and
has Orders Of the Day.
· Holds barrack inspection daily on all Company’s and results
are recorded for Honor Company, turn into admin.
* Coordinates Daily Staff Cadet meetings and reports mins if
any to XO, to be held at your allotted time.
· Acts as Liaison between USNSCC Escort Officers and assigned Reserve/TAR/Active
duty Naval personnel, performing
duties as instructors.
· Has Battalion Staff Cadet to assist
you through out the
Training.
· Has Supply Officer reporting to
you.
D. Operation Officer (OPS) / Senior Division Officer (SDIV)
· Reports to the XO
· Coordinates with Training all needs for classrooms and
equipment needs.
· Responsible for overseeing all Division Officers as in their
duties and needs through out the RT.
· Coordinate the arrival and departure of Officers / Cadets.
· Escorts or Parents bringing Cadets need to stay until cadets
are properly checked in before they leave.
· Ensure Companies get Cadets names on bunks/ wall lockers
through the Company Commanders in all companies. ASAP
Use the nametag machine, last name and ints.
E.
Command Duty Officer (CDO)
* Reports to the CMC
* Responsible for overseeing Facilities/Equipment
assigned to
training contingent from 2200 – 0500 hrs each day.
* Assumes command in absence of COTC, XO,
and CMC
· Maintains USNSCC Training Contingent Command Log Book,
organized in accordance with Navy Log standards,
Starting a new page at start of each
Watch at 2200 hrs, local time.
* Ensures that all significant incidents
are properly logged in the
USNSCC Command Log Book.
* Ensures that the COTC, XO, and CMC are
immediately informed
of all unusual incidents or as directed.
* Ensures division cleaning details have
completed by 2200 hrs
each evening
* Ensures that cleanliness and order are
maintained in all
compartments including the Operations and Quarterdeck area
during tour.
* Conducts after hour’s security checks
of billets/area and reports
through Log Book.
· Tours each company space regularly after 2200 to ensure
watch is properly set, taps is being observed and spaces
Properly secured for evening.
· Notifies Medical personnel on duty of medical needs or escorts
personnel needing medical attention to designated area
As directed by Senior Medical Officer
and wake COTC.
* Tells Fire watches in all Companies to cut on lights in all
Barracks at 0430.
F. Training Officer (TRN)
* Reports to the Executive Officer
* Coordinates and updates the daily training
schedule with XO
at Officers Call.
* Coordinates training evaluations and exams
and makes sure
information gets
* Prepares graduation certificates and appropriate
awards/with
ADMIN Officer
* Provides list of graduates/fails to COTC/XO
G. Administrative Officer (ADMIN)
* Reports to the Executive Officer
* Supervises NSCC Administrative Department
* Prepares correspondence as directed by
COTC
* Checks in cadets, verifying:
** ID card
** Orders issued
** Correct
spelling of name with middle Int.
** Correct
NOK information and list of who will be coming to Graduation, need #s ASAP
** Service Record in Order
* Makes required entries in cadet and officer records.
* Informs Executive Officer of any problems with cadets or their records.
* Prepares the Graduation Documentation
in coordination with the COTC.
· Keeps these forms done or updated

H. Supply Officer (SO)
* Reports to the Command Master Chief
* Ensures the proper distribution of linen prior to start of RTC and coordinates the
turn-in process.
* Coordinates issue of canteens and belts
and turn in of it. Coordinates the issue of NSCC Ball Caps,
notebooks, and pencils, for cadet Recruits and operational supplies
For Staff personnel at check
in.
* Coordinates the issue of Radios and chargers to Staff personnel and maintains records.
* Pick up food every day use Staff Cadets assigned to this detail, alternating Company’s
every day for work detail.
· Receives confiscated items belonging to the Cadet Recruits already “tagged
and bagged” from Divisional Officers. Maintains
lock up and security during RTC and
will coordinate reissue with Divisional Officers on Graduation Day, if any.
I. Medical Officer (MO)
* Reports to the Commanding Officer.
* Assists during cadet check-in to validate
medical condition of cadet to undergo training forms NSCADM20-21
* Confiscates any prescription drugs, recommends
cadet termination for medical reasons to COTC.
* Maintains proper storage and security
of all medications if any at all.
* Dispenses medications as required or directed
by the base Senior Medical Officer
* Maintains sick call medical records, in
a log.
* Monitors cadets medical condition and
report to COTC any cadets not able to complete training because of medical problems. And on form NSCADM022.
* Submits NSCADM022 (NSCC Accident/Illness
Report) for all cadets and officers reporting to sickbay with any severe injury
or sickness that requires hospitalization or termination of training. See admin Officer
* Is on-hand at ALL physical training functions to insure safety/health of Cadets/Officers?

* Supervises any medical Staff assigned to Recruit Training Battalion.
J. Division
Officer (DIVO)
* Reports to the Senior Division Officer.
* Responsible for the training & welfare of cadets assigned to his/her
company.
* Establishes duty roster assignments for
Company every night and reports it to CDO @ Officers call.
* Ensures at least one escort officer (adult)
is with the company with the cadets at all times.
* Directs the Company Staff Cadets (Company
Commander) under his/her supervision
* Coordinates with Company Staff Cadets on Cadet Recruit evaluations forms and that the complete results are
Turned into the ADMIN Officer daily by 1000 hrs! May pick up Evaluations after 1600 hrs each day.
* Counsels Cadets having problems and finds
resolutions to same, second step is CMC.
* Again Ensures that AT-ALL-TIMES, Cadet Recruits are properly supervised by an Adult USNSCC Officer, Male for
Male/Female for Female. Staff Cadets are not Adult leaders
K.
Company Commanders (Staff Cadets) (CC)
* Reports to the Division Officer of his/her
company
* Executes the day-to-day training of assigned cadets under direct supervision
of the Division Officer.
* Relays daily evaluations on each assigned cadet and reports this info
to the Division Officer.
* Instruct assigned Cadets in Drill/Ceremony
* Reports all incidents to the Division
Officer of discipline and other violations of regulations by cadets
* Supervises and directs assigned, Laundry Petty Officer and Squad
Leaders, laundry can be done by fire watches.
* Will instruct RPOIC on how to handle company and instruct on Drill
if needed.
* Although you are in a position of importance you will seek guidance
from your Division Officer on all Items. You are Staff Cadets, not Adult Leaders; you will not use physical punishment on
any Cadet at any time.
L.
Battalion Senior Staff Cadet (BSSC)/ Asst. Battalion Commander
* Reports to the Command Master Chief (CMC)
* Responsible for all duties as assigned
by the CMC
* Is Senior Cadet for Battalion Acts as Liaison between Staff Cadets and
NSCC Staff?
* Will hold daily Staff Cadet Meeting with the CMC and or XO
* Responsible for insuring barracks are secured and all cadets are out during muster.
Reports violations to CMC Officer.
* Is present at ALL meals to insure proper headcount and security. Turn headcount info
into ADMIN.
* Will lead the battalion at pass and review.
M.
Battalion Staff Cadet Master-At-Arms (BSCMAA) optional
* Reports to Supply
* Responsible for receiving the bolt cutters from Supply Officer and removing locks under
supervision of Divisional Officer.
* Responsible for Security, Safety, Health/Hygiene conditions of all Buildings under
direction of Supply Officer
* Assists Supply Officer in his/her duties. Assumes these duties in his/her absence.
* Assists CDO in his/her duties as directed by Supply Officer.
N.
Company MAA (Staff Cadet) optional
* Reports to assigned Division officers.
* Assists Company Commanders in the day-to-day
training of Cadet Recruits
* Responsible for security in assigned areas
of billets
* Ensures that billets are kept clean and
safe
* Ensures that laundry is completed on time
by assigned details
* Reports to Company Commanders all violations
of USNSCC Regulations
* All other duties as assigned by Company
Commander
O.
Recruit Petty Officer In Charge (RPOIC)
Is in Charge of their Company as Marching and handling the company.
Company Commander will help you through this period listen to them.
